Inbound travellers are being made to quarantine in hotels to limit the spread of COVID-19, as the country faces the threat of a second wave of infection after cases spiked in the state of Victoria.

Some travellers are being forced to pay a $2,800 hotel quarantine bill upon their return to Australia.
